Crow Creek School Supt. involved in bribery scheme?

The Argus Leader has a curious story about a contractor pleading guilty to paying the superintendent of the Crow Creek Schools between $30,000 and 70,000 for preferential treatment on school construction contracts.

If you recall, the Crow Creek school was in tough shape before the fire in 2002 – at which point it became a focus of state aid and efforts. Now that they’re in the rebuilding process, it looks as if there’s something rotten in Denmark as to who is getting what for the privilege of getting the contracts:

A 77-year-old Highmore contractor has admitted bribing the superintendent of Crow Creek Tribal Schools in return for school construction contracts.

Royal Kutz, owner of Kutz Construction, will plead guilty to bribery concerning programs receiving federal funds, according to court documents. He faces up to 10 years in federal prison.

and..

Kutz admitted that in 2005, he gave Raue cash to influence him to continue hiring Kutz Construction and reward him for past work.

“Typically, Scott Raue would call and tell (Kutz) how much money he wanted in cash. Defendant Kutz would obtain the cash and place it at a pre-designed location within a shed for Raue to pick up,” according to a statement Kutz signed Wednesday.

Kutz admitted paying Raue between $30,000 and $70,000.

Considering the word is mum at the moment as to the Superintendent’s role in the matter, I’ll bet there is.
