With regard to IM10 and its first two sections:  Because I do not believe that the local township board can&#039;t hire a lobbyist or pay its members to go Pierre to oppose an unfunded mandate or ask for at least partial participation from the &quot;mandator&quot;, I am not a conservative.  Because I take seriously the Consitutional right to petition one&#039;s government via a more local government entity, I&#039;m not a conservative.  The definition of a conservative is getting pretty damn narrow.</description>

		<description>I think the poll numbers are at least in part explained by the initiative including going after the no-bid contracts. That provision is appealing and makes people wonder. The problem with the initiative, besides the much discussed impact on participation in the process (ability to contribute), is the fundamental change it forces on the balance of power in our state for local governments. They would be denied a voice at the table in Pierre when they are being threatend by assorted special interests. They would be prohibited from hiring a lobbyist, or having an association there to defend them. It is not reasonable to say that the township clerk or the mayor of Waubay or Canton or Faith should be there in Pierre themselves for two months talking to their legislators. These are VERY part-time folks volunteering their community service. We should not erect barriers that make it harder for local government to operate, and defend itself. Finally, and oddly, it is the efforts by local governments to pool their resources and save money using one association director for many towns or townships - that is being attacked! Shouldn&#039;t this frugality be encouraged?</description>

		<description>On a slightly related topic here, have you read the poll in the Arduous Liar about IM10?  It appears at this time 43% are against this and something like 33% are in favor.  After hearing about the internal polls by the Sibby group, I was under the impression this was a done deal.</description>

* Who has worked harder for conservative causes over the years?
* Who is better respected across the state?
* Who is more likely to have the real interests of South Dakota at heart?
