How did it fall short?

From the Secretary of State, just a few facts and figures on how the protect Private Property measure fell short -
The petition had 15,214 valid signatures.
18.3% of the submitted signatures were not valid.
That compares to 26% on IM 9,
30% on IM 10, and
11.7% on IM 11.
Initiated Measure 10 had a 30% invalid Signature rate?

Word I just got is that the ballot initiative regarding eminent domain fell short in the number of valid signatures required to place it on the fall ballot. I’m working on chasing down more information tp get the full scoop.
