Am I reading this tax increase correctly?

Am I reading this right?  SB 149 as introduced by “kind-of” Republican State Senator Stan Adelstein gives me the distinct impression that  he’s allowing school districts to raise the amount that they levy for property taxes. And in particular, raising it on agricultural land.
