The local newspapers already get heavy government subsidies when local governments are forced to run the legals and pay handsomely to the newspapers to comply with the law.
This system was well suited during the Spansish Flu, but today with the ubiquity of the internet there is no need to run legals. Heck, more people will see them if they’re not printed in the paper and instead posted on a local government’s website.
With fewer people shopping and dining, state, city and county governments are hurting. A better approach would be to ask the governor and president to support local governments by ending their subsidies to publications that are in heavy decline in readership and offer little in ways of public service.
