Isn’t Noem like ZERO for all her bills, I think she submitted 3 of them?
If the SD Pro life groups don’t support it then it’s not ready for prime time.
This shows how much influence and trust those groups have built with the legislature.
Relationships matter trust matters.
Noem can’t submit a bill, therefore she can’t have a bill. There are way too many people who need a lesson in civics and separation of powers.
Yet she was taking credit for entering them. She may not be able to submit a bill, but they are Noem’s bill.
Are you including Noep in the “way too many people who need a lesson in civics and separation of powers?” I’m looking for the whole story on this thing but no one has published it yet.
You are correct, though, the Governor can’t submit or introduce a bill because she’s not a member of the Legislature. She (or an agency) needs to ask a committee or legislator to introduce for her, either under the legislator’s/committee’s name or “on behalf of.” I was around the Legislature a lot of years, and I can’t think of any other time a committee refused to introduce a Governor’s bill.
Why does Noem lie? She KNEW the pro-life community was not for this bill, but she brought it anyway. This is not a surprise to anyone. She is grandstanding before, during and after…..so sick of it as a pro life Republican
So why would pro life Republicans not even listen to the heart beat bill? Are the legislators jealous that it isn’t their bill or what is the deal?
Here’s the deal: Noem realized today that she doesn’t have as much influence over the legislators as she thought. Which I imagine comes as a surprise after she returns to Pierre following her frequent trips across the country while being praised by those who aren’t aware of the politics she plays in South Dakota.
So, here’s her game plan: She refused Wick’s offer to sponsor the bill last-minute because instead of getting embarrassed twice, when the bill eventually fails again (for good reason), she instead will embark on a smear campaign of House conservatives, painting them in opposition of the pro-life movement. This is in the hopes that Noem Yes-Men can beat them in the primaries. In reality, the conservatives have nothing to gain in passing this bill because they’re thinking long-term for pro-life legislation. If SD Right to Life, whose sole mission is passing pro-life legislation, is against the bill, there’s clearly a problem. They’re not looking for quick and easy press, unlike Noem, who for weeks has drummed up national attention for “HER” pro-life bills. She will jump at any opportunity to further her national image, even to the detriment of the long-term, meaningful pro-life agenda in South Dakota.
My guess is that they refused to hear the bill so Noem couldn’t use their individual votes against them without giving the public the full story. This may have been a way the House conservatives could get ahead of the inevitable politics she’d play and give their side. Elections have consequences, people. Don’t vote for an opportunist, this is what happens when you do.
They listened all year.
Daugaard was often at odds with the legislature over his agenda but the guy was in the Capitol working his legislation and building a coalition to get it passed. He put in the long hours legislatively and so did his team. They built the relationships and found consensus to get their agenda passed almost all the time.
So who is running Noep’s legislative efforts? Seeing this major fail as well as her stupid campground idea (which was a real bill), shows there’s something amiss in their legislative work. Or is the boss gone too much?
