Interesting Dakota Scout article being pushed out this morning with regards to potential property tax relief being floated by Governor Larry Rhoden in the form of a new sales tax for counties:
Gov. Larry Rhoden is expected to make a recommendation to a task force convened by the state Legislature charged with coming up with further property tax relief initiatives in the coming days. And though the still-new governor isn’t yet sharing the details, he’s said it’s likely to entail creating a new source of funding for cash-strapped governments blamed for the recent escalation on homeowners’ tax bills. Chief among them — counties.
“There are a lot of different things we’re considering right now, but we want to present a bill that gives individual counties options,” Rhoden told members of the media during a recent news conference at the state Capitol.
With a number of legislators who live or die on the “no new taxes”mantra, it will be interesting to see how the Governor intends to push this through.
Taking bets on whether Dusty takes credit for it before the Governor’s team even has a chance to post it on Facebook.

Well it’s not really a good idea, so I don’t see anyone jumping to claim it.
Venhuizen’s/Goodwin’s property tax bill would have saved me $4200 year in school property taxes on my owner occupied property. Based on the raise in sales tax of 4.2 percent to 5 percent, I would have had to spend nearly a 1/2 million dollars in sales to hit the $4000 mark. This is the real relief we need. But Odenbach and the rest will say they saved us from the biggest tax raise in State History. For some reason, they despise taking money from tourists and don’t believe the counties and municipalities should be able to do this. Odenbach and Hansen couldn’t allow any kind of property tax relief as they would have lost all leverage on their school choice summer study property taxes/boondoggle. They will use the summer study to continue to look for ways to “Doge” education funding on the most underfunded state education system in the nation. They believe they can cut their way to prosperity. Our state is starting to run into real revenue issues and these guys don’t get it.
New source? Nothing new about more taxes. This will only have an impact on a few counties. I don’t see it benefiting a county like Butte whose property taxes have gone through the roof but it has a small population and doesn’t get enough tourism traffic to generate enough sales tax to offset anything. Without a hard look at the formulas being applied to the mill levies, especially those components controlled by the state (school portion), we aren’t going to be solving anything.
This is the local control that some counties/municipalities have been begging for to take some of the pressure off property owners. I applaud Governor Rhoden for thinking outside the box and not kicking the can down the run with another ridiculous summer study.
There’s still going to be a study. This is just a proposal to that group.

Wow- first he kills 2 multi-billion dollar projects that would have been the biggest economic drivers in state history and then follows with creating new taxes. If he keeps killing business in SD, he better prepare to raise more taxes to pay for the loss of growth in our economy.
What happens to that project when trump cancels all the green earth projects tax credits that Biden created. These projects will not be finically viable

This plan wouldn’t cut property taxes, it would just raise sales taxes – worst of both worlds! At least the Goodwin plan would have cut our property taxes!
The legislators floated that idea a couple years ago and it was shot down because it would raise taxes.
So, Rhoden/Tony suggest that it’s not their, and if willing the legislature’s, choice to raise taxes on what I buy or the cost of what I sell, it’s up to the counties themselves. Wow. Genius. We didn’t do it you did has long been a ridiculous dodge. Can the counties only use this manna from heaven for property tax relief? Can they use it for infrastructure projects, salaries and the like? The answer shouldn’t be more taxes from some to cut the taxes for fewer. Not a serious proposal. Even in draft form.
I’m hoping this isn’t the actual plan. Just talked to a couple county officials who said this idea is a nonstarter in their county.

Until Ag starts paying their fair share we can’t fix this cluster.
Ag, commercial and homeowners used to pay roughly a third each. Ag has fallen consistently over the years.
Not surprising given the mustache crowd that runs the legislature.
Unfortunately, the ag economy is in trouble even with a magic money pipeline.
I think the Governor heard a really loud roar of disapproval from the over-taxed owner occupied voters re: his early notice to veto SB 191. Now comes a new sales tax proposal. If counties are given true flexibility to manage their own revenues and budget allocations, I say OK.
BTW – if every property tax dollar “stays with the county” – why do counties have to send the money back to Pierre? Oh, so DOR can “balance” things out for benefit of the ag counties. I believe it will always be that way given the ag county dominated structure of the legislature. “Just shut up and pay your taxes,” says our local paper in an editorial.
What the heck are you talking about? Counties don’t send property tax dollars to the state, nor does DOR “balance things out for the benefit of the ag counties.” It continues to amaze me how utterly misinformed the people in this state are about how our property tax system works.
Why do you think education is constantly under attack? The less you know, the easier you are to scare and control.
